Mods are build just for going fast (sail, whip, oar), ignoring the fire suspension. My outfit across all ships are the same: 3 heavy long range guns with wheels, 2 quick reload gatling guns, and 3 120-degree guns. I use 4 Xebecs, since they are fairly fast, maneuverable, and carry moderate weight.

Now I have to go back to low-level areas to grind up enough parts to recover my lost ships, breaking boxes for 20-30 parts at a time. Rewards of 300 parts + maybe 200 parts in items per ship, that's about 3500 parts reward for spending 20k parts to actually fight, so a reward of -16.5k. In addition, it will cost 9k ship parts to recover my lost ships, a total of 20k. I ended up winning with just 30/200 hp, having spent 11k ship parts on repairs across my fleet. I eventually ran out of ship parts and had to scuttle a derelict ship to do one final repair to face the last enemy. With only 1 ship left, I ended up sailing around killing the other ships having to spam repair constantly. I got unlucky and that 4% happened, my boarding failed and the enemy ship healed like 200 hp. The UI said I had a 96% change to succeed in boarding, so I went ahead. I decided to try and capture an enemy ship, so I got it to very low HP, got close and boarded. I lost 3/4 ships taking out the first 4/7 ships. It costs 600-800 ship parts to repair my ship. The enemy ship AI is much better and never runs into the ground, whereas my ship AI is constantly blocking me, running into each other or the ground, and generally not doing a good job with aim or damage.

Each of the enemy ship does a full broadside instantly and deals 150hp damage at long range. The enemy ships also have very long range attacks, auto-aim, and instantly cause fires on my ships (even with waterlogged mod). The enemy ships ignore the wind, and can sail with full square sails at top speed directly into the wind. So I was fighting pirates to unlock the "best emporium".
